OROP (letter to minister by Lt Gen SK Bahri PVSM )

Dear Mr Minister,

From people in Army HQ, who deal with pay and allowances, it is learnt that they are not being involved in the preparation of tables for new pension scales. Why are they being kept out, is it a TOP SECRET matter in which the bureaucracy must keep the cards so close to its chest, specially in a matter which is concerns the soldiers themselves? As explained in our meeting on 15 Feb 15 the MOD bureaucrats are experts at throwing googlies in every govt letter concerning financial matters of defence services. We have had experience since the 3rd CPC through 6th CPC ie., four CPCs over a period of 38 years, and every time they give enough cause to serving and retired soldiers to go to court to resolve anomalies and get justice. While it adds to the incomes of lawyers and increases economic activity reflecting in growth of GDP(!) it causes frustration in the uniformed community and loads our courts with singularly avoidable cases. Co-lateral damage being that our population, suffering due to bad governance, is denied justice because of a clogged judicial system.

May I request you to get the experts in the defence services involved in the formulation of the tables and government implementation letter. Other wise these MOD mandarins will be able to delay the delivery of OROP to the soldiers, making Mr Harbans Singh of DESW the happiest person alive.
